Independent Living and Assistive Technology

To increase the independence of persons with disabilities, the Department of Rehabilitation grants funds to 29 not-for-profit independent living centers (ILCs) statewide. This program is mandated by the Federal Rehabilitation Act of 1973, as amended. Department funding of the Independent Living part of this section, supports core services of information and referral, independent living skills training, housing advocacy and referral for attendant services, individual and systems advocacy and peer counseling.

The Assistive Technology part of this section administers the California Assistive Technology (AT) System, a grant-funded project to build capacity and create systems change in order to increase access to, and the availability of, Assistive Technology programs and services statewide. The Section administers the ATNetwork Contract which funds the development of a unit within the non-profit California Foundation for Independent Living Centers. This unit provides statewide electronic and telephonic information and referral services for AT users, service providers and the general public. The ATNetwork also conducts a statewide public education and outreach program. This Section also develops policy and provides recommendations to effect systems change within the DOR VR Program service delivery system in order to improve the quality and quantity of Assistive Technology services for consumers.

Client Assistance Program

The Client Assistance Program (CAP) provides free mediation services to consumers and applicants of projects, programs, and facilities funded under the Federal Rehabilitation Act. Services are provided by independent contractors known as CAP advocates.

Disability Access Section

Established in 1992, this section provides public information, training and technical assistance for state and local government, consumers, employers and businesses and disability advocacy organizations. In addition, the section also provides physical and communication access expertise for employers, businesses, architects design professionals and building officials and coordinates a statewide network of community access volunteers.

Public Affairs

This section manages official external communications regarding the Department, including press releases, speeches, editorials, and articles. Public Affairs develops and implements events, creates brochures, manages the website, advertising and all promotional materials which are of interest to the general population and the disability community. The section also provides official response to inquiries from the media.
