Small American Recovery and Reinvestment Act LogoService Provider Projects

The DOR has received funding through the American Recovery and Reinvestment Act (ARRA) in order for it to further meet its mission. The DOR has set aside $10.8 million to award agreements to Community Rehabilitation Programs (CRPs) to carry out any one (1) or a combination of the following activities:

  • On the job training programs that initiate or increase employment for individuals with significant and most significant disabilities in integrated settings; and/or
  • Programs or activities that provide or increase employment of individuals with sensory, cognitive, physical and mental impairments who have traditionally not been served by DOR or the CRP in integrated settings; and/or
  • Programs and activities to maximize the ability of individuals with disabilities to use rehabilitation technology in employment settings; and/or
  • Programs, projects, and activities designed to improve functioning of the system for delivering Vocational Rehabilitation (VR) services and to improve coordination and working relationships with other State and local agencies, industry, labor, community rehabilitation programs, and centers for independent living.

Activity and Progress:

  • 09/15/2009 – The Department of Rehabilitation (DOR) intends to award stimulus funds in response to proposals received for RFP# 09–07–01 through the American Recovery and Reinvestment Act (ARRA) of 2009 to the following organizations:

    On September 15, 2009, the Department of Rehabilitation posted the names of awardees of the American Recovery and Reinvestment Act (ARRA) of 2009 – RFP# 09–07–01, Service Provider Projects.

    Should you wish to appeal, as per Page 12 of the RFP, please use the following process:

    Award and Protest

    1. 1) Notice of the proposed award shall be posted in a public place in the office of Department of Rehabilitation, for five (5) working days prior to awarding the agreement.
    2. 2) If any Proposer, prior to the award of agreement, files a protest with the Department of Rehabilitation and the Department of General Services, Office of Legal Services, 707 Third Street, 7th Floor, Suite 7–330, West Sacramento, CA 95605, on the grounds that the (protesting) Proposer would have been awarded the contract had the agency correctly applied the evaluation standard in the RFP, or if the agency followed the evaluation standards and scoring methods in the RFP, the agreement shall not be awarded until either the protest has been withdrawn or the Department of General Services has decided the matter. It is suggested that you submit any protest by certified or registered mail.
    3. 3) Within five (5) days after filing the initial protest, the protesting Proposer shall file with the Department of General Services, Office of Legal Services and the Department of Rehabilitation a detailed statement specifying the grounds for the protest.
    4. 4) Upon resolution of the protest and award of the agreement, Contractor must complete and submit to the awarding agency the Payee Data Record (STD 204), to determine if the Contractor is subject to state income tax withholding pursuant to California Revenue and Taxation Code Sections 18662 and 26131.     5. 5) No payment shall be made unless a completed STD 204 has been returned to the awarding agency.
    6. 6) Upon resolution of the protest and award of the agreement, Contractor must sign and submit to the awarding agency, page one (1) of the Contractor Certification Clauses (CCC), which can be found on the Internet at www.documents.dgs.ca.gov/ols/CCC-307.doc
